Points Calculation and Eligibity clarification for PR...

Hi,

Can someone please help me in answering below confusion..

My brother in law will turn 45 this March and below is the score he has in IELTS exam plus his wife also got 6.5 marks.

Listening:6.5
Reading: 6
Writing: 6
Speaking: 7.5
Overall: 6.5

So now his points are as below:

Age-2

Education- 22

Work Exp-15

IELTS-18

Spouse IELTS & Relatives-10

I want to clarify if he is eligible to apply.. also for age will he be "0" after March or he will still have 2 points till he turns 46???

Please advise.

The rules have changed; FSW Eligibity is just one aspect of it. The total CRS points also needs to be calculated(out of 1200).
