Hi, I have a joint account with my spouse which has the required funds. She is the primary account owner and I am the secondary holder where as I am the primary applicant for the PR. can I use this and if yes, how?

You need a No Objection Certificate granting you full access to the funds - my only concern here is whether it matters that she is the primary account owner.
 
That is my concern as well. No objection certificate is not an issue, but the bank won't allow changing the primary owner

Yes, you can show funds from your spouse's account for POF as long as she is accompanying with you. For POF you can show the following.
1. Recent Bank Letter or Balance Certificate
2. Stamped bank statements for the last 6 months
3. Self Declaration from spouse stating that she is the primary accountholder of the account and she is a co-applicant in your PR application. With regard to the funds held in the joint account, it has been kept aside to be used for migration and settlement purposes and she has no objection for the same. You can get this self declaration signed by your spouse (normal paper).
4. LOE, if you want to explain anything else.

"Unless you are currently authorized to work in Canada and have a valid job offer from an employer in Canada, or you have been invited to apply under the Canadian Experience Class, you must show that you have enough money to support yourself and your family after you get to Canada."

I meet condition #2 as I have been invited to apply under CEC, and I'm currently working in Canada on a PGWP. Is it okay for me to just upload my bank statement even though I don't have $12,164 in my account at any time?

Just upload a letter saying that you've been invited under CEC program and that you're not required to provide POF.

Absolutely, yes.....two have become one.provided she is also on d application!
 
Thanks you guys, yes, she is accompanying. So I will just get an NOC from her and submit it along with my application...
