PNP with no job offer

Dear all who know,
I was always wondering whether or not to be eligible for PNP one must provide a job offer. If there's any province that doesn't demand an approved job offer for PNP, please list them here so that the very many people who are long waiting to reach Canada can try their chances through other ways.

None unless you hold an H-1 B visa for Alberta Strategic Stream or have family under the family stream in that province
