Yes. It is online. Only SINP and NSNP are the easiest because they have have without Job offer options. Other provinces PNP programs are not easy going. A lot of hurdles.
SINP OID sub category is a non EE program. And SINP EE is for Express Entry applicants. SINP Intake will open anytime for both sub categories. Keep your application ready to subMIT. The intake fulfills within hours.
NSNP EE Category B is for only EE applicants. Their online software is not up to date and it takes about 10 to 12 hours to submit an application.
