Do you have a PNP nominations from a province? If you have a nomination, you get the extra points and when there is a PNP draw, you get an ITA. If you did, congratulations.
 
Okay thank you for getting back to me. My confusion is, if I get a nomination, or apply for a nomination and get approved, does it mean I will get the PR from one of the PNP draws?
or after the PNP Draw, do I need to stay in the express entry until a FSW draw? I am already in the express entry and have 460 in CRS. But I am eligible only for FSW and have a PhD from a university in Ottawa. So I was wondering if I apply for the PhD stream nomination and if I get a nomination I will get 600 points. so while I wait for FSW draw in the pool , does that mean I will get selected to apply for the PR in one of the PNP draws?

A friend told me PNP draws are only to apply for the provincial nominations and they have to go back into the express entry to apply for the PR. But PNP draws have a cut off of 700 or more CRS so this has confused me.

So if FSW draws resume, I don’t think you will get a nomination with 460. If you look the OINP PhD program, it is a paper based program. So you apply through OINP, then get nominated and then apply for PR. This is not through Express Entry. You can have both applications ongoing.

Yeah that is what I keep reading online as well. The new system allows to apply for an EOI under OINP program correct?
I was strictly told by a representative as well as a friend of mine that applying for a PNP will not help. To quote, I was told that PNP will only allow me to get a nomination and I will have to go back to the express entry pool. And PNP draws are to get a nomination for the province. But all that seems very different to the available information on the internet. I am very confused. :(

Online PNP in general requires an active EE profile, once you succeed to earn PNP nomination it adds up to your EE profile and if you click accept nomination you earn 600 additional point ending up with 1060 points eligible for PNP draws.
if you receive a PNP ITA :you won't be able to immigrate to a province other than the one that has nominated you. And you will be off the pool too meaning you will not receive or can accept any other ITA.

Each province has its own PNP requirements . Which i am not really familiar to all.

OP - Don’t confuse Express Entry with the OINP PhD program. You are not applying for OINP through EE. When opened, you apply for the PhD program. If you get an Expression of Interest, it is paper based and you get PR, not through EE PNP draws. However, you can have an Express Entry profile and hope that you are nominated with 460. If for EE-FSW, then it may be too low.

International graduates have their stream too, but one can go for either of them right ?

Yeah right now I only have FSW, I want to get a nomination from Ontario PhD nomination and be eligible for a PNP. Does that make sense?
