Guys,

What provinces can I directly apply to without a job offer, and without ever living or working in Canada?

I entered express entry pool, but probably dont want to rely on being picked by a province since chances are low.

Note that most skilled worker streams are employer-driven, in which you would need a job offer to become eligible.

Could any provide a link to a detailed comparison among PNP - skilled worker class, especially the ones that don't require a job offer?
