PNP Application for US overstays to apply Atlantic Programs

Would like to get some advise about PNP application program if you know about the Atlantic pilot project.
Have a cousin in the US who overstayed her J1 (1yr) visa wanting to apply for the Atlantic program. He found an employer who will apply him under the Atlantic project. Could he apply a pnp program in this region or his application will be rejected due to current legal residence status.

Is there a PNP that he could able to apply as an option?
