Hi,
I am currently working as a project mechanical engineer in India and thinking to migrate to Canada, Which will be the best way to migrate? PNP or AIPP/RNIP. Kindly suggest which will be better in terms of cost, time and procedure. Also which province is suitable for my job?

Have you done any research. Google Express Entry. Are you even eligible for Express Entry? That is your first step and then you want a CRS score of 470 or more. You don’t have a job offer so you are not eligible for AIPP or RNIP. You are not licensed so not eligible for Saskatchewan. Maybe Alberta but you apply through Express Entry.
 
Yes , But my CRS Score comes somewhere around 400 in CRS calculator. I'm preparing for my language test and will begin ECA process soon (since it may take more time). Can I apply for Express entry? how can I check for my trade in PNP?

You can apply for Express Entry only when you have your IELTS and ECA. Look at Alberta or Saskatchewan. You need an engineering license for Saskatchewan and they have their own points system and only select in demand NOCs.
