You mentioned "file is usually Brought out when any documents arrive". Does this mean if the documents are sent before 60 days of receipt, they will be reviewed or it means something else?

You also mentioned if additional documents are requested, then the application is delayed. Are these documents in addition to what is required or are they the missing documents such as missing PCC?

The reason I ask is because I have being asked by NYC consulate to submit missing PCC within 60 days of receipt and would like to know if the application will be reviewed only after 60 days or when the documents are made available?

what will happen is the officer will put a BF on the file for 60 days to see if the document requested arrives. If the document arrives before the 60 days, then the file would be brought out to the IO. S/he may not review it right away, as they have other files to deal with at the same time.
