Does this mean international students can't apply here ?
During visa interview I may be asked that if I am returning back to my home country then you do you want to study "cybersecurity- canadian context"?
This may be reason for visa refusal?

While the content isn't really local. It's global content .
 
I mean you can apply for it as it’s open for international students. The program simply means they are going to teach you everything about cyber security in the context of Canadian environment i.e the ways Canadian businesses protect their IT systems might be different from how other countries operate which might pose a problem when you’ll be applying for your visa. A strong sop will help so if that’s the course that you really want to study then go for it I guess but do consult other people!
