1. When we need PCC/ ? do we need to attach it with our application or officer gonna ask later? I am from India, came to Canada in 2009. Do I need PCC from India too?

2. when decision is made... what is mean by landing?

1. PCC needs to be provided for each country other than Canada, in which you have lived for six consecutive months or longer since reaching the age of 18. It is encouraged to attach PCC with the application but CIC also accepts the application without PCC. But you should make all efforts to obtain the PCC and send it to CIC asap after ur app is submitted.
2. Once your PR application is approved, CIC will request for your passport and send it back to you with a one time entry visa. Upon entering canada on this visa, you will be officially a PR. This process is called landing.
 
I would say get your PCC from India and then send your application for submission. You can do later also but its advisable do it right in the first place. As rightly pointed out by yahoo7 that you need to have PCC from all the provinces/country where you resided for more than 6 months. Visa office might ask you PCC from Canada but thats at later stage. So please get PCC from India and submit with the application. If you dont do it now then you have to wait for your AOR and then you will send your PCC mentioning your client id number on the PCC.
