Plumber Job

Hi there,
One of my brother is plumber. I live in Canada, a permanent resident.
He wants to apply for work permit.
Can he apply or not ? How he can apply?
Do I need to sponsor or not? Being a brother I am, Is there any way he can come to Canada and work. but Not in Visitor visa.

In order to qualify for a work permit your brother first has to find an employer in Canada who is willing to offer him a full time job. That employer must then obtain an approved LMIA (approval to hire a foreign worker). Once the employer has an approved LMIA, your brother can then apply for a closed work permit tied to that specific employer.
