Pls help with ARC!

Hello I am Hungarian citizen and permanent resident of UK. I was refugee in 2001 with my family. In 2004 we had our hearing and the jury denied our refuggee claim. Now my daughter applied for the ARC and was successful she's in Canada currently under in land sponsorship with her permanent resident husband and 2 kids. I would like to visit them this summer . I was refused the eta and the London Canadian embassy is not giving me instructions on how to apply for an ARC. What can I do . I want to visit my granddaughters. Any help is appreciated .
