1. It is possible, but harder as in a lot of cases CIC will refuse based on the lack of ties to your country of application.

It is possible. I did the same! Do it. No problem at all

I did the same... even worse - I am a Bulgarian citizen, I live and study in the UK, but presently I am in the US on an internship and I applied from the US.
As long as you can prove ties with another country and prove you have reasons to leave Canada at one point, you are good. 8)

very possible..I am a Philippine passport holder currently in Saudi Arabia on a work contract and I got my Canadian and US visa through here...again you need to prove your ties and of course tons of LUCK!
