I living in Netherlands and have planned to send my application to Canada. My question is that, because of the Dutch law I cannot make a draft, that I can send along with my application.

So, I have a brother in Canada and my option is that I can send my whole package of application to him. He will then make a draft and send my application package to Sydney, Canada.

If he makes a draft from his account, could that be a problem?

MAKING A DRAFT FROM HIS ACCOUNT SHOULD NOT BE A PROBLEM. BUT WHY NOT LET HIM MAKE THE DRAFT, POST IT TO YOU AND THEN YOU CAN SEND THE FULL APPLICATION AND THE DRAFT FROM WHERE YOU LIVE.

But what about if draft having canadian bank name on it and issue in canada and i m sending application from europe....i hope this will be not problem but still to check ..
 
It should not be a problem. A draft is issued by a bank, not an individual.

Truly, you cannot even get a money order in the Netherlands???
 
yes only western union or GWX like mony exchanger can make money order or travel checks etc. but will named on person who can walk to there office to collect the money... not for immigration organization.

better option is to post it to your brother and from there to CIC . what after once its through the initial round and say you have to pay the RPRF fees how will you do that since at that point of time also i guess you need to get a Draft.....
 
Both options are OK i.e. SIR K and ARK's.
CIC does not care about where the Draft was raised. All they want is their application fees before they look at your application. And by the way, a Bank draft does not show which account the money has come from to buy it.
You can also raise it with Cash.
