IELTS: 6.5 but appeared in July 2011

my question is that I am not in a job at the moment because I got laid off, but studying in a university college to complete my ACCA and soon I will get a part time job, my concern is, at this point, am I eligible to apply for Quebec CSQ or not and my IELTS is 1 and a half year old, Is this valid to apply for CSQ?
