PLEASE I NEED YOUR HELP! How likely she can get a visa ??

I am writing here because I am hopeless and looking just for your advice.

My wife and I are Tunisians: this means that the country of Citizenship is Tunisia.
Now, my wife lives in Montreal (since December 2012) and is a permanent resident of Canada (she just got the card).
I live in Pennsylvania and I am a permanent resident of USA since 2009.
I went to visit her last month and I want to ask you:

MY QUESTION IS: how likely she can get a visitor visa to enter the USA. In other words, if she apply for a visa just to visit the USA, does she has a chance to get it ?

Please notice that she has only 3 months in Canada and she still looking for a job.
Also, I already filed a petition (I-130), last year, to bring her to live in USA but the process is taking years!

I will be waiting for your responses (even a short answer will be fine)

The chances for getting a US visitor visa for her is very dim. Her status in Canada as PR itself will not qualify for US visa, unless she prove her close ties with Canada. When she get a good job, she can apply for visitor visa with her employment certificate as supporting document. Even though I recommend her to apply on completion of minimum ONE year in Canada.

Why not??

She wouldn't loose anything if she applied!! as long as its a visit visa.
