That is never the case. I suggest both you and your husband read the basic instruction guide so he knows what to submit in your application. Like @zardoz said, sponsor and PA forms are submitted together in the SAME package. I cannot stress that enough.

Familiarize yourself with the standard procedure. If your husband believes that it worked for his friend, doesn't mean it will work for yours as well. The best advice we can give is that you stick to the instructions provided by IRCC not from what a "friend" says.
 
He said “Once your husband recieved the letter for approval of eligibility just like what I had, CIC will request you to send your application to the embassy preferrably like my wife in Philippines it was done in Manila as stated, then they will also be requesting you to undergo Medical Examination, just be sure to ready all the needed requirements in the checklist so that you can easily passed it once needed”

It took him 5 months or less to get his wife to canada
YOU don't send the applicant forms to the foreign visa office. That is done by IRCC after the sponsor assessment is complete. There is either a complete misunderstanding of the "friend's" information or someone is not being accurate.
