please help with advice,OWP question

After my work permit expired I submitted restoration before 90 days for visitor and I got visitor visa from 2015/8/31 until Oct 1 2015. On October 1 2015 I applied online
for visitor again.
On June 24 they receive my application for family sponsorship. I sent it to the Mississauga together with OWP.
Every day I was waiting for OWP and checking mailbox like crazy.
Still no OWP.
Yesterday I spoke with girl who submit OWP while she was in implied status, and send owp and pay fees for restoration. Her application was received on June 17.

Difference between me and her was because she submit owp from implied with restoration.
And i submit visitor with restoration and then send owp.

She was denied for owp due to out of status. Is there is a reason why they can denied my OWP because my status?
I was unable to sleep when I spoke with her, what is the point to be in Canada if you submit inland application and you need to sit home while your wife is working and paying all the bills):

Technically you were out of status when your application was received by CIC. Yes - you had submitted a restoration application and are now back in status. However I don't know how CIC will treat you with regards to your PR application. If they look at you based on your status when your PR application was received, then you don't qualify for the OWP program. If they consider your status now, then you do.

I don't know what the answer is. Hopefully someone else can help.

My visitor with restoration was submited online on May 11 2015. June 20 spouse application with owp sended and it was received on June 24. AOR August 28
So before I applied for restoration and visitor- that means implied- right?
And then after that June 20 I sended my spouse application together with OWP.
I don't think so I was out of status.
Anybody else with advice please?

In case if they denied my owp can I apply again. OCT 1 I send visitor application again so i think I should be ok for my valid status?

There is no Implied Status while waiting for restoration. You were out of status when you submitted the PR/OWP app.
