What kind of letter you want to include? Required documents should be enough

You would have mentioned all your details when you fill up the online application and submit. Which univ and program are you applying to?

You should follow the university application requirements. If they need statement of intent/purpose, just give it to them. It's unnecessary to send any document/letter if they don't require. You should inquire this directly from the admission office of the university you intend applying.
