I only need police and medical to finalize PR application... BUT there is a slight problem I need more time.Could i possibly submit the PR application without these and explain in a cover letter to cic that I will send them when requested.I could also provide a receipt or something perhaps? that could prove its in process..same with medicals? will this be ok?
Please help! regarding police clearance and medical.

Hi. You need to submit your application with these two documents. Lacking these requirements may cause delay to your application and worse cic will return your package for incomplete requirements..

Just wait for these documents and submit it all together. If you do it separately you risk them losing the information or not getting it in time and sending the whole thing back!

It is possible to send in the application without those docs. There is a small risk CIC will return the application as incomplete but usually they are understanding about it and will ask for it when needed. They are more easy going about the police clearance however it seems so if you can somehow get your medicals done at least, that would be better.
thanks guys! and Kessio i will probably take a risk and send in documents y and z but then again I will try my best to get my husbands medicals done or at least have a receipt that they are paid for and in process. thanks again
