For the PGWP(post graduation work permit), it says one is not eligible if one has studied English or French as a second language courses or program, does that mean in order to be eligible, you can not take ANY French courses AT ALL even though your major is not French or English related?

No. It means you don't qualify if you took an ENTIRE course or program that was only studying ESL or FSL.

So I can take French (as second language) credit/elective courses?
what about courses that are taught in French? Thank you SOOOOO much

It's fine to take French classes as a part of a non-FSL program.
