Please help me understand this response from immigration officer regarding my application

I applied for a 2year undergrad diploma in Accounting and finance

my application has been rejected and this was the reason for my rejection

( I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit. )

is the Officer thinking that I will leave Canada once I am done studying or does he think I will remain un-lawfully in Canada
my plans were to finish studying there and work to get permanent residence in Canada but I did not mention this

Order GCMS notes. Purpose of visit can mean many things - choice of program doesn’t lead to career or education progression, ties to country, travel history, funds etc.
