Please help~May I submit the application without ECA original copy

I saw the note in CIC checklist:If you are unable to provide any of the requested documentation, include with your application, a written explanation with full details as to why that documentation is unavailable and any document that would support your claim.

The fact is that, I lost my certificate and now applying a new certificate from my graduate school. However, it takes more than 4 weeks for my school to process. I've got the transcripts which proves my degree was earned. Worrying about the certificate copy will delay the WES report, could I submit the application with a full explanation without the ECA original copy first and then provide that as soon as I get it?

I am sorry but ABSOLUTELY NOT. There is no point in sending your application without the Mandatory documents as they will most likely reject or return it.

You will have to wait, in my opinion, for the WES Evaluation and then apply.

The delay may not hamper your chances depending upon your NOC.
