I received a letter (POE) on May 4th 2016 that I have been granted a work permit visa under the IEC program. However, I was wondering when I had to enter Canada by before this visa was no longer valid plus if I decided I didn't want to use this visa now could I reapply for a work permit visa at a later date even though I was already granted a work permit but never entered Canada nor used it.

The IEC is use it or lose it. You have to enter Canada on or before May 4th in order for the work permit to be issued. This date cannot be extended.

If you do not end up using your visa, this will still count as a participation. So this means that you will be able to apply one more time, but only in the co-op category.
