Hi...

I'm currently working as an assistant manager in a restaurant. I don't know if they include this position on the list under the food service manager. Please help..Thank you...

Also, if I'm working here on a permit, does this mean I'm under arranged employment?

In principle, yes, it's included in the 38 list, see here:

Notice that "Assistant manager, restaurant" is the first example title that they give.

Now, to be sure, you have to determine that what you actually do fit the description, that is:

Restaurant and food service managers plan, organize, direct, control and evaluate the operations of restaurants, bars, cafeterias and other food and beverage services. They are employed in food and beverage service establishments, or they may be self-employed.

You must also be able to prove (with a letter from your employer, a copy of your contract, or other evidence), that you carry out all or most of the following duties:

* Plan, organize, direct, control and evaluate the operations of a restaurant, bar, cafeteria or other food or beverage service
* Determine type of services to be offered and implement operational procedures
* Recruit staff and oversee staff training
* Set staff work schedules and monitor staff performance
* Control inventory, monitor revenues and modify procedures and prices
* Resolve customer complaints and ensure health and safety regulations are followed
* Negotiate arrangements with suppliers for food and other supplies
* Negotiate arrangements with clients for catering or use of facilities for banquets or receptions.


If that describes your job, then yes, you fit the list.

As for your second question, I don't know.
 
You already qualify if your job is on the list of 38. You don't need to have arranged employment too. If you need arranged employment, you could get your employer to write you a letter that he will continue to employ you when you get your PR. You could also qualify even without the list of 38 and without arranged employment if you are in Canada for 1 year.
