Please Help: How to get the biometrics done in India

Hi I am PR holder in Canada and applied for my parents visitor visa to help me on my first pregnancy . I got the biometrics request letter on the same day i submitted the application . But when my parents visit to Chennai VAC office to schedule the appointment for biometrics, they told they are not taking the biometrics for visitors visa for now.
How they can submit the biometrics?

Purpose of Travel: Help daughter for fusrt pregnancy and welcome the grand son.

They have two choices. They can wait until the VACs in India start accepting biometrics for visitor visas again. We don't know how long that will take. Or they can fly to Dubai or Nepal and get biometrics done there now.

Can someone please explain the process for getting the biometrics done from Dubai or Nepal. Did anyone get their TRV applications processed post getting getting the biometrics done from Dubai or Nepal? Please advice.

Does none of the VAC center taking Biometrics for Visitor Visa?

No - they don't.

None of the VACs in India at this time.

How much funds per parent needs to be shown in application and how old fund has to be?
