[Please help] How to count time studying in Canada

Hi all,
Could you please help advise me on this?
Is the time studying English added up to the total time of studying in Canada?
I mean if I study English for 1 year then study a certificate of another 1 year, then the work permit I will be issued after graduation will be 2 years maximum (total time studying) or only 1 year maximum (the time of the certificate studying)?
