Please help- Canadian passport RENEWAL question about section 3?

Hi everyone,

I am about to renew my Canadian passport (naturalized citizen)

I am just a little confused about section 3. If I was born outside of the mentioned timeline, can I completely skip the entire section 3, not even answering the first question if I was naturalized citizen?
Let's say if I was born in the 90s, and was naturalized, can I completely skip this section, not even answer the question "a"?
Can anyone confirm please?

The whole section is specific to a situation that doesn't apply to you? Well yeah, you have to skip the whole section.
