Need to know whether my IELTS results meet requirements for NOC B position under Canadian Experience Class:

Listening: 4.5
Reading: 5.5
Writing: 7.0
Speaking: 7.0

My understanding is I need CLB 5, which means

Listening: 5.0
Reading: 4.0
Writing: 5.0
Speaking: 5.0

Question: do they accept other skills to compensate a particular one which is lower than required? If so, where exactly is the official explanation.

No - they don't accept other skills to compensate. You have to take IELTS again.
