planning on bringing my 17 y o sibling

hi,
i just got my OWP and my application for pr is already on process, i am planning on sponsoring my sister to come here to Canada, she will be 17 next week.
please if anyone can explain to me how can i do this, could be based on your personal experience or from someone you know, i know i could look this up through CIC but i kinda want someone who has experienced this to explain me the process..

if she turned 18 and i still havent got my pr, could i still sponsor her?
can i sponsor her now that i am not a pr yet?

My understanding is if you are married/common-law, you cannot sponsor a sibling. I don't have personal experience, maybe someone else can chime in.

One relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act. This is also known as the Lonely Canadian Category.

In order to sponsor your sibling once you are a PR you would have to meet ALL of the conditions below:

- not married or common law
- no children
- both parents deceased
- no family in Canada

You cannot sponsor your sibling on an OWP.
