Pl advice .....Aplied for Can PR in 2004, no decision, can V aply under new sys?

Dear friends,

My cousin is a finance manager in a large organisation. He is MBA Finance and working as a finance manager. He applied for Canada PR in 2004 under 1111 category. However, He hasnt yet got any reply. When he consulted his agent (WW**S) they said he cant reapply without withdrawing his previous file.

Please advice us friends, can we go for a new application without withdrawing earlier one?

Please reply, its a question of his career now....
