Picture on Counterfoil?

Hey Everyone! Is there supposed to be a picture on the counterfoil in the passport? We just got my wife's passport back with the visa in it, but no picture on the counterfoil.....

There is no picture on immigrant visa.

Isn't the picture more like a hologram? I'm pretty sure I remember seeing my wife's face on the visa...
