Depends on the province. Here's how you do it in Ontario. You'll need to get a Master's degree.

You need to be eligible for Express Entry and be invited to immigrate. You need your education assessed and IELTS to submit a profile. To work as a physiotherapist, you need a Masters and be licensed.
