please i would like to know how to go about our photos i know they said photos should be loose our photos are not bounded but i have them pasted on a cardboard paper in square shapes about 8-9 pages with 75 photos which i typed the captions of all the event that took place and who and who where there and pasted the captions above the pics, do you think is ok to submit that way.

I think what you did was ok. Others have printed them on a 8.5x11 sheet of paper, about 2 pictures per page and typed the description for each photo.
For our photos, we sent them loose, different envelopes for each event (Travel, Wedding, etc..). I placed a label on the back of each photo using address labels (Avery Labels). On the label, I printed "Who, What, When, Where" and Photo No. Then I made a Photograph Reference Sheet as well.

I could not find any stipulated rules or procedure ragarding submision of photographs for proof. What ever method you adopt, the photos should be in a convenient order for easy review of the officer concerned. Therefore you can do it in a perfect way what you feel OK.
