Photo specifications for online citizenship application

The online application says scans of printed photos need to be 50x70mm, and the link provided mentions a minimum frame size of 35x45mm. So what frame size should a digital photo be? It does make a difference- to get the correct face size, a 50x70 photo will be zoomed out, showing much more shoulder/chest, and a 35x45 will be much more zoomed in to the face.

Also, is it necessary to include a photocopy of the photo receipt somewhere?

Had the same question, it looks like they changed minimum to maximum in the recent past. It could be related to storage concerns on their back end.
Some of their samples too has a zoomed in look of the face.
