photo requirements for citizenship application

can somebody advise me if the citizenship photo application or PR renewal application has to be taken in canada as they want stamp of photographer and date (with 6 months validity) behind the photo.

Also above application is for minor. Can minor apply on her own or only when one parent is applying?

My reading of the Citizenship Act and Regulations is that a child application would be where a parent is a citizen or applying for citizenship and the child is a PR. The CIC Minister has discretion to grant citizenship so you can always try that way but its usually if this is in the national interest e.g. you are an Olympic calibre athlete wanting to represent Canada. I'm sure someone else will add to this.
