I have been to many places for photos but no one is taking photos in given dimensions, anyone has any places in mind?

Go to any pro photographer and give them the specification sheet - they like making money, so it should not be a problem :)

I tried, I went to walmart, CVS, Walgreens as well as local photo shop but they all does the passport photos, I am near by Boston area so if any one knows any place do let me know.

I don't see any of these as "pro photographers", try a portrait studio that does its own printing.
It is not a hard job, really... it sounds like the others cant be bothered.

I live in California near Los Angeles and this is the one I used. It was suggested to me by my consultant.

I guess I found the solution:

let me know if anyone has used it http://www.epassportphoto.com/

I got the photos generated via epassport photos, but its a little bit longer vertically, so should I cut it to fit the dimension?

yes, u can cut the outside size to adjust the exact dimension untill the inner actual picture of urs is in the size as stated in the cic website photograph requirements.
hope this helps.
