PhD student - 5th year, close to graduation. Should I wait or apply now?

Hello

I am a PhD student in soil science (agriculture), in my 5th year already now. As every graduate student, I have T4As and T4 for GRA and GTA. I am full time paid, I have been paid with a grant by my supervisor only for 5 months, and with a scholarship + a top up from my supervisor for 4 years. I have 120 hours only of GTA.

I am considering applying for PR now. I wonder if I should wait for defense (Dec- January hopefully) or should I get a head start and apply now through CEC or FSW? I wonder if they would accept my 5 years of PhD as skilled work as agricultural scientist. I also wonder if they really require a IELTS test for everyone?

Finally, i'd like to know if 3 years old certificates (tried to apply in 2008) would be accepted (I am talking about birth certificates, etc.).

I would like to apply now just to take this issue out of me and concentrate on other things...
