PhD stream - online eligibility tool

Hi All,

I have completed 4 years of my PhD and want to apply for PR. I have more than four years of working experience before starting my PhD program.
Today I checked online eligibility tool and it says i am not eligible.
I could not understand why the online eligibility testing tool mentioned like that.
any thoughts on this?
