If you have enough points to get an invitation through Express Entry or a PNP program, then yes. Based on age, education, work experience, language and funds. You will need to have your degree assessed through PEBC and then licensed through them too (exams, education etc.)
You need PEBC to do your ECA to even apply for Express Entry. Licensing can be completed once you immigrate. You need 67 points for EE to be even eligible.
