Pharmacare for parents with no income

My parents have no income as they have been retired for many years, and are living off their savings (no retirement income). Pharmacare is requesting for income tax returns but they have been in the country only 7 months. Should they make an application with zero income or do they need to submit any affidavit (because they had been in another country) stating no income?
