Can I apply for a PGWP after doing an 8 month course? And how long would it be valid for?

If the institution you study at makes you eligible for it, yes you can apply. If approved, it will be valid for 8 months.

Post-graduation work permit validity
A post-graduation work permit may be issued based on the length of the study program for a minimum of 8 months up to a maximum of 3 years.
