PGWP without passport

I am Iranian citizen and studied in Canada for 3 years. Now I want to apply for PGWP and my passport expires in 5 months.

Since military service is mandatory in my country, government will not renew my passport and they just provide me a travel paper to come back and attend military.

I was able to have my passport 5 years ago since I was under 18 years old, but now it became impossible to renew it.

What should I do in this case?

A PGWP cannot be issued beyond the validity of your passport. I would recommend speaking with an immigration lawyer for advice since this is a more complex matter.
