PGWP with restriction-online application no-option..Flagpole unsuccessful!

Hi Guys,
My wife recently got her 3 year PGWP but with restriction that she cannot work in health related field. She is RN from Canada and cannot work in hospital or healthcare related field Sad ?

At the time we submitted PGWP application, the medical we submitted was in review at the time we submitted PGWP application and they issued PGWP with that restriction.
Now we're trying to change it but don't know how?
Called CIC callcenter twice- one said medical is passed now- apply paper based application with Letter of Explanation,
Some other suggested to go to US boarder and flagpole- we did that and it was unsuccessful...the CBSA officer said they cannot amend/remove restriction on PGWP, only new PGWP can be issued there..you will need to apply online!
Now, we have only one option left- apply paper application which will take more 3-4 months.

Please advise if anyone got any good news for us!
