PGWP to PR as restaurant manager

Hi guys I recently graduated from a university and am currently working as restaurant manager.

As far as I know, PGWP holders are exempt from needing LMIA so I figured all I would need as of now

is my one year of working experience as restaurant manager, language test score, and valid job offer.

My question is what exactly is valid job offer? I am being paid based on wage and we negotiated this

verbally. What has to be on this valid job offer? Does this job offer have to be prepared now or when

I submit my express entry?
