I finished my program on Dec 12 but I can’t apply to PGWP + SOWP before January 21st because the College won’t issue the Completion Letter and Official Transcript until first week of February as they are delayed. What can I do? I can’t believe all our effort from last two years is trashed just for a few days of not getting final official document. What can I do? I am so depressed.

Have you tried contacting your college and request them to expedite it? Unfortunately, you can't apply without the official transcripts.
