The course I was able to take was not offered in 2020 spring, so I was only able to take classes part time.
And because of that, I was rejected for my pgwp.
Would it be possible for me to attain my pgwp if I send a letter that explains my circumstances and reapply?
(I was maintaining my full-time student status except for that semester)

it is highly unlikely that you Will get PGWP with part time studies, you should have taken few additional subjects as an electives just to make your Term full time.

One of the first requirements is full time studies. You can try but it may not be considered. You could of been full time if you had just taken another course even if not required for graduation. You should have the school provide a letter, if they will.
