I will need some suggestions on my case (and please let me know if this is impossible).
My goal is to obtain the PR status by the end of 2018.

I recently graduated (May 2016) from a four-year university in Vancouver. And I applied for PGWP back in April and was approved for two and a half years starting from June (I could not apply for full two years because I have not yet been enlisted in military back in my country. I am currently doing an internship in the States and will be returning to Canada by the end of 2016.

I will be able to work for the year of 2017 and 2018 because my PGWP will be valid throughout the period.
And let's assume the best case scenario in which I will get a job in NOC 0/A/B starting from January 2017.
And given the proposed change for international students becoming PR by the current Liberal government, what is my chance of achieving my goal?
