I have applied for my one-year PGWP and received the Passport request. I plan to come to canda by March.
Since I got my passport request in January, and I'll come to canda after two months, is it reduced from my work permit length (1 year)?

You got the passport request to stamp the TRV (temporary resident visa) which you need to enter Canada. That's different from the PGWP. It starts from the day they issue it. So yes, if you enter Canada in March, you'll have 10 months left on the permit.
